As the Senior Environmental Scientist, created and analyzed ecological resources, mitigation and environmental measures, and monitoring program sections of the NEPA Environmental Impact Statement documentation for a proposed fluorine extraction and depleted uranium de-conversion plant in Hobbs.

Egg Harbor Township, Atlantic County, New Jersey

Hired as an ecological consultant to the Township, conducted the environmental review of applications, including real estate developments and infrastructure improvement projects submitted to the Egg Harbor Township Planning Board. Reviewed projects for conformance with Township ecological conservation regulations and conformance with the New Jersey Freshwater Wetlands Protection Act, the Coastal Areas Facilities Review Act (CAFRA), the Clean Waters Act, and the Rivers Harbors Protection Act.

Municipalities and Counties are subject to the exact regulatory requirements and constraints, as are private property owners, transportation agencies, and utility companies. Rain Check Stormwater Management Program, Maryland

Provided project management and created content for the Prince George’s County Rain Check Rebate Program, granting rebates to property owners for installing stormwater management practices, including rain gardens, cisterns, green roofs, and tree planting, along with installing permeable pavements.

Library Expansion, Montville, New Jersey

Obtained a Letter of Interpretation, Transition Area Averaging Plan, and Width Reduction Waivers for the Montville Public Library facility expansion located in the regulated Transition Area of regulated freshwater wetlands.

Elementary School Expansion, Boonton, New Jersey

The overcapacity elementary school needed to expand; unfortunately, the proposed location was adjacent to a wetland regulated under New Jersey’s Freshwater Wetlands Protection Act. Delineated the boundaries of the adjacent wetlands and secured a Letter of Interpretation from the New Jersey Department of Environmental Protection verifying the wetland boundary and establishing the width of the regulated Adjacent Area. Then, obtained a Statewide General Permit from NJDEP to allow the school expansion within the regulated area.

Atlantic Coast Leopard Frog Population Dynamics Study & Management Plan, Staten Island, New York

Obtained a Federal Grant from the US Fish & Wildlife survey to conduct a five-year study of the species and develop a habitat management plan for the newly discovered Atlantic Coast Leopard Frog (Rana kauffeldii), which exists in New York City on a site surrounded by roadways and real estate developments.

Meadowlands Environmental Research Institute, Bergen & Hudson Counties, New Jersey

Reviewed grant proposals to conduct environmental research within the New Jersey Meadowlands and Lower Hackensack River, subjected to legacy degradation from filling with solid waste industrial pollution due to combined sewer overflows and nonpoint source pollution

Hydrogeomorphic Model (HGM) for Lower Hackensack River, Bergen & Hudson Counties, New Jersey

Drafted and obtained a coveted United States Environmental Protection Agency grant to develop HGM classification and functional analysis of tidal fringe wetlands in the lower Hackensack River. Additionally, organized and led the interdisciplinary and interagency team responsible for implementing the HGM protocol and supervised work performed by Rutgers University.

Our Team has the flexibility to take on massive and complex projects requiring approvals from multiple jurisdictions and involving several General Engineering Contractors (GECs). Facing hard deadlines requires an Environmental Clearinghouse to negotiate a streamlined application process with regulatory agencies, coordinate permit applications, and develop and implement efficient Right-of-Way procedures.

DC Water SR3 Environmental Clearinghouse, Washington DC

A Consent Order mandated DC Water to undertake a comprehensive sewer repair, replacement, and rehabilitation (SR3) project in Prince George’s and Montgomery Counties, Maryland, within a condensed time frame. Leading the Environmental Clearinghouse Program, we initiated interagency negotiations for streamlined environmental permitting strategies and guidance for stream design and restoration, wetland studies, reporting, and permitting. Additionally, we coordinated with the Maryland Historic Trust to develop protocols for forest conservation. Lastly, we worked with the Critical Areas Commission and the Maryland Department of Natural Resources regarding fisheries and rare, threatened & endangered resources. Lastly, supervised right-of-entry agreements, public outreach, and NEPA compliance.

As a result of litigation or non-compliance with government regulations, municipalities may implement environmental improvement projects within stringent guidelines and hastened timeframes. EcoLogic Solutions has a background in negotiating with regulators promptly, which effectively satisfies the court or regulatory mandates with reasonable expenditures and exposures.

Anacostia River Long Term Combined Sewer Overflow Control Program, Washington DC

Senior Environmental Scientist responsible for the overall direction of NEPA environmental assessment (EA) analyses and documentation of project impacts, compliance with Federal and local environmental regulations, and alternatives analysis and supported the Tier 1 NEPA evaluation to control combined sewer overflows (CSOs) to the Anacostia River as part of the District’s overall Long Term Control Plan to reduce CSOs to the Anacostia River, Potomac River, and Rock Creek.

Staten Island Marine Development Beneficial Dredge Spoil Reuse, Staten Island, New York

Oversaw the compliance and modifications to this NYC Harbor Dredge Spoil Beneficial Reuse Project, where spoils were deposited to designated sites to enable the creation of Amazon and IKEA warehouses and distribution centers, as well as other commercial development projects. In addition, designed, obtained funding for, and managed the first-ever population dynamics and habitat management study of the newly discovered Atlantic Coast Leopard Frog (Rana kauffeldii) on protected portions of the site.

Russo Development Corporation, Bergen County, New Jersey

Liaised between a prominent real estate developer and the US EPA to satisfy an enforcement action brought from unauthorized fill within regulated intertidal wetlands. Also, working with Ducks Unlimited to comply with the development, performed site selection, feasibility studies, and managed the restoration of 16.3 acres of degraded wetlands.

NYC Nature Goals 2050, New York, New York

Founding member of this interdisciplinary team of professionals from municipalities, nonprofits, and academic institutions to identify 25 tangible Nature Goals for New York City to be achieved by 2050, along with a Declaration of Nature Rights. Additionally, presented the first plenary presentation on the health decline of forests.

Saw Mill Creek Wetlands Mitigation Bank and Wetlands Park, Staten Island, New York

Represented the New York State Department of Environmental Conservation (NYSDEC) on the Interagency Mitigation Bank Review Team (MBRT) to advocate establishing the first Wetland Mitigation Bank in New York City and responsible for determining mitigation ratios for projects impacting regulated Wetlands and Waters of New York State. Collaborated with the New York City Parks Department to preserve and restore Staten Island’s salt marshes and wetlands and create the City’s first-ever park devoted exclusively to various species of birds, reptiles, etc., amphibians, pollinators, and mammals. Additionally, oversaw restoration of salt marshes, mudflats, and waterways through native species planting, invasive species removal, and channel excavation.

Meadowlands Environmental Improvement Program, Bergen & Hudson Counties, New Jersey

Lead author for a $1 billion, 20-year program to improve environmental quality within the New Jersey Meadowlands District. The design included the closure of nine abandoned landfills, landfill gas recovery at more recent landfills, enhanced District-wide water quality monitoring and enforcement, and elimination of Combined Sewer Overflows. Improvements were to be financed by environmental surcharges in exchange for zoning density increases in designated areas in conjunction with a District-Wide Transfer of Development Rights program.

EcoLogic Solutions’ team has earned the trust of regulatory and regulated communities and will expedite local, State, and Federal approvals and help navigate the maze of overlapping regulatory jurisdictions that can impede the progress of even the most environmentally beneficial projects.

NYC Grassland Birds Working Group, New York, New York

Collaborated with the NYC Audubon to Co-found and organize East-coast grassland bird researchers, managers, and enthusiasts to share updates on ongoing research and management efforts and brainstorm areas for additional studies and ideas for management strategies, techniques, and emerging technologies.

Meadowlands Interagency Mitigation Advisory Committee (MIMAC), Bergen & Hudson Counties, New Jersey

Co-founded and served as an officer for an interagency committee created to guide proponents of projects that may impact regulated wetlands and Waters of the US. Provided guidance from the conceptual stage through planning for compensatory mitigation for unavoidable impacts within the New Jersey Meadowlands. Lastly, developed and utilized the Indicator Value Assessment (IVA) method to evaluate the effects and calculate the amount of mitigation required for compensation.

Meadowlands Interagency Regulatory Subcommittee, Bergen & Hudson Counties, New Jersey

Co-founder of the Meadowlands Interagency Regulatory Committee to provide coordinated feedback to the regulated community regarding the various environmental project constraints. All proponents of projects that may impact wetlands or Wates of the US are encouraged to solicit guidance from the Committee in the early conceptual stages and meet regularly throughout the permitting process.

EcoLogic Solutions leverages substantial experience working with transportation authorities on State and Federal Highway Administration projects, including constructing, repairing, and rehabilitating roadways, highway expansions, airports, bridges, and seaports. We review these interagency projects to ensure the most efficient, cost-effective, and environmentally/socially beneficial outcomes. We will evaluate potential impacts, develop strategies, compensate for unavoidable impacts, and gain regulatory approvals for your project.

Transportation Infrastructure Projects, Maryland

Maryland’s transportation systems, including roads, highways, waterways, and ports, required numerous upgrades that required multiple levels of environmental analyses, regulatory compliance, and public outreach. In addition, time-sensitive and limited budgets necessitated securing regulatory approvals quickly and implementing projects in strict compliance with permit conditions.

Intercounty Connector (ICC), Montgomery & Prince Georges Counties, Maryland

Represented the General Engineering Contractor as the Environmental Construction Manager and Mitigation/Stewardship Compliance Lead for an 18.3 mile, $2.45 billion highway project passing through delicate environmental habitats. Supervised environmental construction and mitigation management. Studies featured archeological digs, including a Native American site dating back to the Stone Age and the 19th Century home of a freed enslaved woman, Melinda Jackson.

Port Administration Air Pollution Reduction Project, Baltimore, Maryland

Implemented successful public outreach strategies and lessons learned documentation to advance Maryland’s Greenhouse Gas Reduction Act, the Maryland Port Administration’s voluntary programs to combat air pollution, and global climate change related to commercial activities at the Port of Baltimore.

Newark Liberty International Airport, Essex County, New Jersey

Provided wetland delineations and obtained US Army Corps of Engineers authorizations for runway expansions mandated by the FAA. In addition, supplied compensatory mitigation for impacts to wetlands and Waters of the US Ratios using the Indicator Value Assessment (IVA) method and credits provided by the Mill Creek Combined Wetland Mitigation Site.

Fairleigh Dickinson University, New Jersey

Designed and taught a graduate-level class in Environmental Evaluation and Planning for exchange students from the University of Barcelona. The course included Environmental Assessments of a Bergen County Site considered for passive recreation, trail systems, interpretive signage, and habitat restoration by the County Park System. Students studied freshwater fish, avifauna, freshwater wetlands, upland forests and scrub-shrub stands, and invasive species- then submitted a report with conclusions and recommendations to the County for consideration, resulting in the establishment of the Teaneck Creek Park.

Felician College, New Jersey

Designed graduate-level course material and instructed students in Environmental Field Techniques that included wetland identification and delineations, soil structure and texture, environmental construction management, Phase I contaminant surveys, fish and wildlife species and habitat surveys, stormwater management, stream surveys, and wastewater treatment techniques.

Hillside School, Massachusetts

Created all science curriculum for 3rd to 8th grades at a boarding school located on a 360-acre working farm and forest in Marlborough. Without textbooks, most instruction was experiential, involving both classroom, laboratory, and field components. Subjects included the Scientific Method, Biology, Physics, Earth Science, Forest and Wildlife Ecology, and Current Topics in Science.

EcoLogic Solutions connects and consults with stakeholders to define the project’s purpose and explore ways to reduce or eliminate impacts to the local community, as the broad community and political support can make or break a valuable project.

Ridgewood Reservoir Preservation Project, Queens, New York

Organized a public meeting and petitioned the DEC to include delineated wetlands and open waters as areas for protection under the state’s Freshwater Wetlands Program and then declared them as wetlands of unusual local importance.

Forest Ecology Forum, New York

Organized, along with the Staten Island Borough President’s Office, this public forum at the CUNY-Staten Island College. Represented the DEC and spoke explicitly about the magnitude and effects of deer overbrowsing on forest health in NYC and its implications for the future of NYC’s forests and wildlife.

Sustainable Cemeteries Workgroup, New York

Organized a workgroup that advocates and incentivizes the conversion of lawn-dominated cemeteries to more sustainable landscapes to benefit local wildlife and pollinators and foster community goodwill while saving the cemetery operator considerable maintenance expenses.
