Meadowlands Interagency Regulatory Subcommittee, New Jersey

Co-founded and served as an officer for an interagency committee created to guide aspects of the project that impact regulated wetlands and Waters of the US within the New Jersey Meadowlands. This subcommittee guides proposed plans from the conceptual stage through to compensatory mitigation.

New York State Department of Environmental Conservation, New York

Supervised the Habitat Protection Program for New York Department of Conservation’s Region 2, which evaluated the environmental impacts of permit applications for disturbance to freshwater and intertidal wetlands.

Golden Oaks, New Jersey

Performed a wetland delineation, data collection and obtained all necessary approvals from the New Jersey Department of Environmental Protection (NJDEP) to construct an extensive residential development project. This project required coordination with NJDEP regulators and US Fish and Wildlife Services biologists to reach a settlement to protect the Federally endangered Indiana bat (Myotis sodalist).

Greene Valley Estates, New Jersey

Obtained all environmental approvals and successfully contested a freshwater wetland resource value re-classification by NJDEP. Provided expert testimony before the West Milford Township Planning Board to construct this real estate development project.

Successful Appeal of Permit Denial, New Jersey

For a real estate development in Denville to proceed with construction, successfully appealed (and influenced future application rules) the denial of Statewide General Permit No. 6. The appeal resulted in amendments to the US Environmental Protection’s Priority Wetlands List for New Jersey.

Transportation Infrastructure Projects, Maryland

Maryland’s transportation systems, including roads, highways, waterways, and ports, required numerous upgrades that required multiple levels of environmental analyses, regulatory compliance, and public outreach. In addition, time-sensitive and limited budgets necessitated securing regulatory approvals quickly and implementing projects in strict compliance with permit conditions.

Staten Island Marine Development Beneficial Dredge Spoil Reuse, New York

Oversaw the compliance and modifications to the NYC Harbor Dredge Spoil Beneficial Reuse Project, where spoils were deposited to designated sites to enable the creation of Amazon and IKEA warehouses and distribution centers, as well as other commercial development projects. In addition, designed, obtained funding for, and managed the first-ever population dynamics and habitat management study of the newly discovered Atlantic Coast Leopard Frog (Rana kauffeldii) on protected portions of the site.

Frank R Lautenberg Rail Station, New Jersey

As a member of the Meadowlands Interagency Regulatory Committee provided a regulatory review for the NJ Transit Rail Station in Secaucus and provided compensatory wetland mitigation for unavoidable impacts to seven acres of intertidal wetlands.

Ronald Reagan International Airport, Virginia

Prepared a NEPA Environmental Assessment document on behalf of the Metropolitan Washington Airports Authority, consistent with Federal Aviation Administration (FAA) guidelines. Reviewed the impacts of  FAA-mandated runway improvements to ecosystems, including wildlife habitats, floodplains, and the groundwater—evaluated effects to communities and neighborhoods, historic and archeological resources, and parks and recreation facilities.

EcoLogic Solutions negotiates with regulators to ensure timely submission and serves as an Environmental Clearinghouse to manage and streamline all regulatory applications and Right-of-Way Access. Environmental litigation may result in Federal Consent Orders requiring remedial measures, frequently within strictly enforced implementation deadlines. In addition, these projects can result in additional impacts to various ecological media and involve multiple regulatory jurisdictions, posing challenges to compliance.

Staten Island Marine Development, New York

This Consent Order directed the owner of a decommissioned oil tank facility to restore, permanently preserve, and continuously manage half of the site as wetland habitats while allowing the development of the other half, currently home to Amazon and IKEA distribution centers. This site is also home to the recently discovered Atlantic Coast Leopard frog (Rana kauffeldii), the subject of an ongoing population dynamics study and development of a conservation plan.

DC Water SR3 Environmental Clearinghouse, Washington DC

A Consent Order mandated DC Water to undertake a comprehensive sewer repair, replacement, and rehabilitation (SR3) project in Prince George’s and Montgomery Counties, Maryland, within a condensed time frame. Leading the Environmental Clearinghouse Program, initiated interagency negotiations for streamlined environmental permitting strategies and guidance for stream design and restoration, wetland studies, reporting, and permitting. Coordinating with the Maryland Historic Trust developed protocols for forest conservation. Coordinated with the Critical Areas Commission and the Maryland Department of Natural Resources regarding fisheries and rare, threatened and endangered resources, Supervised right-of-entry agreements, public outreach, and NEPA compliance.

Anacostia River Long Term Control Plan, Washington DC

Provided the NEPA Environmental Assessment (EA) analysis and documentation of project impacts, compliance with Federal and local environmental regulations, and alternatives analysis. Supported the Tier 1 NEPA evaluation to control combined sewer overflows (CSOs) to the Anacostia River as part of the District’s overall Long Term Control Plan to reduce CSOs to the Anacostia River, Potomac River, and Rock Creek.

Infrastructure and real estate development and homeowner improvements often involve impacts to jurisdictional wetlands. EcoLogic Solutions can help you identify protected wetlands and their associated buffer zones, obtain all approvals, design suitable compensatory mitigation, and monitor mitigation success.

Empire Pipeline, New York

Identified, delineated, and classified all wetlands along the routes of a proposed 150-mile gas pipeline between Buffalo and Syracuse, per Federal and State protocols. Prepared the review of the relative impacts and presented findings before the New York State Department of Environmental Conservation’s (NYSDEC) regulatory review committee. Calculated unavoidable implications of the proposed project and submitted results to the USACE to request a Jurisdictional Determination for the project.

Mill Creek Combined Mitigation Site, New Jersey

Mill Creek is a 200-acre wetland mitigation area that offsets permitted fill materials associated with transportation infrastructure development projects in marsh areas found within the New Jersey Meadowlands District. Worked with the New Jersey Meadowlands Commission and the US Army Corps of Engineers to plan, fund, monitor, and maintain the project. Site improvements include the Mill Creek Marsh Trail that accesses the remains of an ancient Atlantic White Cedar Swamp, three miles of canoeable channels, and protected waterfowl nesting islands. In addition, provided compensatory mitigation for Liberty International and Teterboro Airports, NJ Turnpike improvements, re-routing NJ Highway 120, and construction of the Frank R Lautenberg rail station.

Interstate Highway Route 287 Completion, New Jersey

Provided wetland delineations and functional assessments for all wetlands affected by the 20-mile link in Morris and Bergen Counties for the NJ Department of Transportation and Federal Highway Administration (FHWA). This project involved using and refining the FWHA Wetland Functional Assessment Methodology, which then evolved into the Wetland Evaluation Technique (WET) to assess how well wetlands perform across various recognized functions and values.

Federal regulations require that unavoidable impacts to jurisdictional wetlands be compensated for by purchasing credits from an established Wetlands Mitigation Bank, or if none is available, payment into an In-lieu Fee Payment Program, if one exists. EcoLogic Solutions explores mitigation options and creates for-profit or agency-driven Mitigation Banks or In-lieu Fee Program to plan future mitigation needs.

Saw Mill Creek Wetlands Mitigation Bank and Wetlands Park, New York

Represented the New York State Department of Environmental Conservation (NYSDEC) on the Interagency Mitigation Bank Review Team (MBRT) to advocate creating the first Wetland Mitigation Bank in New York City.

Marsh Resources Wetlands Mitigation Bank, New Jersey

Conceived and promoted the Marsh Resources Wetlands Mitigation Bank on the Williams Energy facility property and represented the New Jersey Meadowlands Commission on the Interagency Mitigation Bank Review Team to review and approve the design and credit distribution. Collaborated with agency scientists and academics to develop the Indicator Value Assessment (IVA) method for assessing impacts and ecological uplift emerging from restoration projects. The calculations informed the degree of restoration required for adequate compensation.

Atlantic City Airport Grasslands, New Jersey

Created a Habitat Restoration and Management Plan for a grassland and threatened/endangered species mitigation bank on behalf of the South Jersey Transportation Authority. Evaluated and recommended methods to eliminate shrubs and invasive vegetation and utilized the Habitat Evaluation Procedure (HEP) to monitor and improve the habitats of integral native species, including the upland sandpiper (Bartramia longicauda), grasshopper sparrow (Ammodramus savannarum), and the state-threatened frosted elfin (Callophrys irus) butterfly.

Berry’s Creek Superfund Site, New Jersey

Berry’s Creek is a mercury-contaminated urban waterway designated by the US Environmental Protection Agency (USEPA) on the National Priorities List as a Superfund Site. Also, we provided state supervision of plan development to guard against re-suspension of contaminated sediments during site cleanup and develop compensatory mitigation measures.
