Maryland Transportation Infrastructure Projects

We worked with MDTA to upgrade numerous upgrades to transportation infrastructure, including roads, highways, waterways, and ports. This required multiple levels of environmental analyses, regulatory compliance, and public outreach. These crucial, time-sensitive, and limited budgets necessitated securing regulatory approvals quickly and efficiently and implementing projects in strict compliance with permit conditions.

Project Solutions

Inter-County Connector (ICC), Montgomery and Prince George’s Counties

Hired by the State Highway Administration for an 18.3 mile, $2.45 billion highway project passing through delicate environmental habitats. Represented the General Engineering Contractor as the Environmental Construction Manager and Mitigation/Stewardship Compliance Lead. Supervised the design and construction compliance, created wetlands, restored waterways, and restored several upland forest areas. Alleviating intense scrutiny, the project was completed on time and with no net ecological impacts.

Hatem and Tydings Bridges Rehabilitation and Repair Projects, Harford and Cecil Counties

Represented the MDTA to acquire approvals from multiple State and Federal jurisdictions to prepare for the repair and replacement of the aging footings of the I-95 and US 40 bridges over the Susquehanna River without traffic interruption.

Representing the MDTA before an interagency Joint Evaluation Meeting, collaborated with regulatory and resource agencies to secure required environmental permits and approvals by the Maryland Department of the Environment, US Army Corps of Engineers, and the Critical Areas Commission. This project also included potential impacts to the state-endangered Map Turtle (Graptemys geographica), the federally endangered Shortnose Sturgeon (Acipenser brevirostrum), vital wetlands, and submerged aquatic vegetation.

Air Pollution Reduction Project, Baltimore

The Maryland Port Administration (MP) obtained federal funding to implement voluntary programs to mitigate air pollution and global climate change related to commercial activities at the Port of Baltimore. Team leader for the provision of public outreach and preparation of Lessons Learned documentation. This endeavor supported Maryland’s Greenhouse Gas Reduction Act, and the President of the United States calls for the reduction of traditional fossil fuels and greenhouse emissions.

Priority Management and Maintenance Projects

Reviewed current and future performance, potential obstructions to critical pathways, safety, and availability of its priority facilities. Proposed wetland mitigation designs, facilitated wetland permit applications, and prepared wetland mitigation monitoring plans to assure the sustainability and longevity of MDTA facilities.

MARC Train Maintenance Layover Facility

Delineated the wetlands on two recommended sites to support a National Environmental Protection Act (NEPA) Environmental Assessment and Coordination project to identify a suitable location with minimal environmental constraints for a planned maintenance facility for the MDTA; then conducted a compensatory mitigation site search, developed a conceptual mitigation plan, and secured wetland and waterway permitting for the project.

Amtrak Fourth Track Project, Anne Arundel and Baltimore Counties

Oversaw the collection and presentation of supporting environmental data, including wetland delineations and functional analyses, for inclusion in the Environmental Assessment documentation for an 18-mile railroad expansion project that required National Environmental Protection Act approval.
