DC Water SR3 Environmental Clearinghouse, Washington DC

A Consent Order mandated DC Water to undertake a comprehensive sewer repair, replacement, and rehabilitation (SR3) project in Prince George’s and Montgomery Counties within a condensed time frame. Leading the Environmental Clearinghouse Program, initiated interagency negotiations, right-of-entry agreements, and NEPA compliance for environmental permitting strategies. Additionally, created a guide for stream design and restoration, wetland studies, reporting, and permitting. Finally, coordinated with the Maryland Historical Trust to develop protocols for forest conservation and the Maryland Department of Natural Resources to conserve fisheries and rare, threatened & endangered resources.

Meadowlands Interagency Regulatory Committee, New Jersey

Co-founder of the Meadowlands Interagency Regulatory Committee to provide coordinated feedback to the regulated community regarding the various environmental project constraints. All proponents of projects that may impact wetlands or Waters of the US are encouraged to solicit guidance from the Committee early in the conceptual stages and to meet regularly throughout the permitting process. In addition, all infrastructure improvement projects requiring compensatory mitigation are referred to the Meadowlands Interagency Mitigation Advisory Committee (MIMAC), which consists of representatives from six Federal and State agencies. The MIMAC reviews independent wetland mitigation projects and determines mitigation ratios for projects referred to as certified Wetland Mitigation Banks.

New York – New Jersey Harbor & Estuary Program (HEP)

HEP brings the benefits of the Clean Water Act to the people who live, work, and recreate shared waterways and is an ongoing endeavor to develop and implement a plan to protect, conserve, and restore the estuary. First, represented the New Jersey Meadowlands Commission as a principal member of the Scientific & Technical Advisory Committee and Biomonitoring Working Group to develop a Comprehensive Conservation & Management Plan. Then represented the NY State Department of Environmental Conservation on the Restoration Working Group to compile, prioritize, and facilitate the Comprehensive Restoration Implementation Plan.

Failure to comply with local, state, and Federal construction regulations and protocols can result in costly project shutdowns while violations are rectified. Our team will monitor all aspects of project implementation to ensure compliance and timely, cost-effective project completion.

Inter-County Connector (ICC) project, Montgomery and Prince George’s Counties, Maryland

As the Environmental Construction Manager and Mitigation/Stewardship Compliance Lead represented the General Engineering Contractor for an 18.3 mile, $2.45 billion highway project passing through delicate environmental habitats.  Supervised construction compliance while creating wetlands, restoring waterways, and upland forest areas. This design and implementation alleviated intense public scrutiny; ultimately, the project was completed on time and with net ecological and community benefits.

Sustainable Cemeteries Workgroup, New York

Organized a cohort of progressive NYC cemetery operators and interagency stakeholders to explore methods and incentives to convince cemetery owners to adopt conservation and sustainability plans. Participants include Green-Wood, Woodlawn, Evergreen Cemeteries; the New York State Department of Environmental Conservation; New York City Parks and Recreation; The Nature Conservancy; College of Staten Island; and Pace University.

Grassland Bird Working Group, New York

Collaborated with the NYC Audubon to Co-found and organize East-coast grassland bird researchers, managers, and enthusiasts to share updates on ongoing research and management efforts and brainstorm areas for additional studies and ideas for management strategies and techniques and emerging technologies.

Regional Conservation Action Plan (ReCAP), New York

Organized and led the regional adaptation of the New York State Wildlife Action Plan, the 10-year ReCAP plan, to meet the needs of New York City’s endangered and threatened species, unique conservation concerns, and culturally important wildlife. ReCAP garnered participation from all levels of local, State, Federal governments, the NYC Audubon, The Nature Conservancy, the American Museum of Natural History’s Gotham Coyote Project, and local universities.

EcoLogic Solutions will identify environmental and regulatory constraints and analyze the feasibility of implementation before pursuing costly engineering solutions and decisions to greenlight a project.

Saunders Road Widening Project, Virginia

Environmental Lead for proposed roadway improvements in the City of Hampton, including potential phased widening from two to four-lane facilities. Mapped and inventoried the current conditions of the Waters of the US; wetlands; terrestrial and aquatic wildlife habitats; parks and recreation resources; and rare, threatened, and endangered species. Conducted an environmental analysis of alternatives; prepared a preliminary environmental assessment for a feasibility report and State Environmental Protection Act (SEPA) and National Environmental Policy Act (NEPA) documentation.

Mill Creek Marsh, New Jersey

Collaborated with the NJ Meadowlands Commission, US Army Corps of Engineers, Hartz Mountain Industries, and various transportation agencies to plan, secure funding and approvals for and acquire this 200-acre site zoned for development. Protected the site through a Conservation Easement, restored fish and wildlife habitat, and created a series of hiking and canoe trails with interpretive signage.

Beach Shore Drive Phase IV, Virginia

As Project Manager, mapped the local flora and fauna to inform an Environmental Constraints Analysis for a 4-lane divided arterial highway phased improvements plan. In addition, coordinated with the project owner and regulatory agencies to determine if the environmental constraints and regulatory obstacles rendered obtaining necessary environmental approvals problematic. This information informed the decision to proceed with the proposed project.

Our team has broad experience working in both the public and private sectors. We will enhance Statements of Qualifications and prepare persuasive proposals that outline a transparent project approach with compelling multimedia presentations for potential clients.

Led development of the proposal and presented it before the client to secure a $12 million contract when a Consent Order mandated DC Water to undertake a 1,000-mile comprehensive sewer repair, replacement, and rehabilitation (SR3) project in Prince George’s and Montgomery Counties within a condensed timeline. The scope of work was to ensure local, state, and Federal regulatory compliance for this time-sensitive project.
