Millard E. Tydings Memorial and Thomas J. Hatem Bridge
We oversaw all environmental permitting requirements for the rehabilitation to the substructure and foundations of the Millard E. Tydings Bridge, which carries 29 million vehicles annually on Interstate 95 over the Susquehanna River, and the Thomas J. Hatem Bridge, the oldest of the MDTA’s facilities, that transports US 40 traffic over the Susquehanna River.
In addition, identified and delineated wetlands and Waters of the US to prepare a report of findings for State and Federal regulatory authorities. We evaluated NEPA requirements and Federal Highway Administration (FHWA) Section 4(f) impacts, wetlands and waterways, mitigation requirements, cultural and historical resources, and applicable regulations.
Represented the client before the Interagency Joint Evaluation Meeting to introduce the project to regulatory and resource agencies and solicit multiple permitting requirements.
Environmental Permits and Approvals:
- Authorization from MDE and US Army Corps of Engineers for impacts to Waters of the US
- Critical Areas Commission for consequences to the regulated buffer zone
- Negotiated with Federal and State regulators to reduce Time of Year Restrictions and expand the annual construction window.
- Field studies for the state-endangered map turtle (Graptemys geographica).
- Preparation of a Determination of Effects documentation of impacts to the federally endangered shortnose sturgeon (Acipenser brevirostrum).
- Produced a mitigation planting plan and compensation plan for impacts to submerged aquatic vegetation.
